About the Journal

FOCUS AND SCOPE

Legebiltzarreko Aldizkaria – LEGAL – Revista del Parlamento Vasco is a specialist journal in those areas of the Law that are of interest for legislative chambers. It is fundamentally focused on parliamentary law, but it also covers the constitutional and administrative fields, and public law in general, along with any other subject matter that in some way is of relevance to parliamentary life.

It is an annual electronic publication that is open access, multilingual and free, and whose authors include the best specialists; it strives for constant evolution in order to always provide first-rate content and to adapt to the needs of our potential readers.

Its readership is mainly law professionals, and the journal seeks to foster and disseminate research activity in all those legal areas that are particularly related to the parliamentary activity. LEGAL thus aspires to become a point of references for scholars and authors of that subject matter. Therefore, apart from previously unpublished studies on the themes covered, readers will find parliamentary documents that are relevant from the sociological, political or doctrinal perspective, by means of which we seek to bring the intellectual commons of our chambers to society.

The LEGAL journal does not necessarily identify with the content and opinions expressed by the authors in the articles published in its different sections.

JOURNAL SECTIONS

The manuscripts submitted for publication in the LEGAL journal must be original and unpublished, and not be pending publication in other journals.

  • Articles: this section will cover original research articles that consider not only aspects linked to parliamentary law, but also to the constitutional and administrative fields, and public law in general, along with any other topic that in some way affects parliamentary life. Those manuscripts will be reviewed anonymously be specialist experts in the field.
  • Comments on Legislation and Jurisprudence: the contributions included in this section will seek to disseminate and explain the most relevant and groundbreaking laws –whether at European, state or regional level–, along with the legal rulings of greatest interest in the parliamentary world. This section aims to provide a view of current jurisprudential and legislative developments, where information is combined with doctrinal opinion.
  • Legal reports: this section includes legal reports both from the legislative chambers both of the Basque Parliament and of other assemblies, which are relevant, duly discussed and/or even updated by the authors themselves.
  • Parlamentary papers: this section will set out and disseminate the contributions of experts that have appeared in the Basque Parliament. The original document will be submitted together by a presentation that puts it into context.
  • Book reviews: this section can include reviews and appraisals of the relevant literature in the thematic areas related to the Parliament that has been published in the 18 months prior to the publication of each issue. Publications in the languages in our vicinity and in which the main articles of the journal are published.
  • Discussion Topics: this section is for articles that address questions that can be analysed from different prisms and can thus contribute to enriching the debate about the themes of interest of the journal.

INFORMATION ON THE EVALUATION PROCESSES

Legebiltzarreko Aldizkaria – LEGAL – Journal of the Basque Parliament is responsible for ensuring that the ethical principles and responsibilities in research work –such as honestyobjectivity, impartiality and trustworthiness– prevail in its scientific and editorial activity.

Thus, the editorial team guarantees that a detailed record is kept of all the interactions during the editing process, along with the reasons for the editorial decisions both regarding acceptance and rejections of the submissions.

The double-blind review system is used to assess the scientific articles in the Studies section. The reviews will be conducted by people independent from the editorial team. The reviewers will provide objective information on the scientific assessment of the article, the writing style, accuracy, originality and interest. They will also guarantee the confidentiality, competency, impartiality and integrity, along with respecting the timelines for completing the review.

The authors will acknowledge their ethical responsibilities regarding the originality of the work and authorship. The opinions and facts contained in the articles are the exclusive responsibility of the authors, who must ensure the text is in line with current publication rules.

ANTI-PLAGIARISM POLICY

Legebiltzarreko Aldizkaria – LEGAL – Journal of the Basque Parliament hereby declares its commitment to the respect and integrity of the published articles. Therefore, plagiarism is strictly forbidden and any text identified as plagiarism or whose content is fraudulent will be eliminated from the assessment process.

In order to ensure originality standards, all the articles sent to the LEGAL journal are assessed using Similarity Check, the Crossref anti-plagiarism system, that allows similarities and coincidences between the submissions to be detected.

PUBLICATION FREQUENCY

From 2023, the LEGAL journal journal is published in continuous publication mode.

Submissions are permanently open, so that the articles are published as their review and approval process is completed. They are all subsequently added to the full issue that is published annually.

OPEN ACCESS POLICY

The LEGAL journal is an Open Access publication that provides immediate, free and open access to its content. Articles are available free of charge from the time of their publication.

The journal is completely free of charge for all parties: authors, reviewers and readers. It does not charge fees for the submission of articles or pay for the publication of the authors' articles, and no prior registration is required to access the content.

COPYRIGHT

All the articles of this journal are published under the Creative Commons Attribution-NonCommercial-Sharealike 4.0 International licence. (CC BY-NC-ND 4.0). Users may reuse the content in accordance with the terms and conditions of this licence.

If the manuscript is approved for publication, the authors, as holders of the copyright, will authorise the Journal of the Basque Parliament – LEGAL to reproduce, publish, distribute, exhibit and communicate the manuscript in the country and abroad.

DIGITAL PRESERVATION POLICY

The LEGAL journal follows OAI-PMH guidelines to allow access to all its articles from different directories and other information sources to allow their indexing.

The PKP Preservation Network provides free preservation services for any OJS journals that meet the basic criteria. Accordingly, the articles of the LEGAL journal are archived in LOCKSS (Lots of Copies Keep Stuff Safe) and CLOCKSS (Controlled Lots of Copies Keep Stuff Safe), thus ensuring a permanent and secure archive, and their digital preservation.

LOCKSS is an open code program, developed by the University of Stanford Library, which provides distributed and decentralised preservation, uninterrupted perpetual access and preservation of the authoritative version of the content.

The LEGAL journal also uses CLOCKSS, based on the LOCKSS system; it allows libraries to preserve online content by regularly harvesting the websites of the registered journals, and searching and archiving recently published content. Each archive is constantly validated against other library caché memories and, if the content is found to be corrupted or lost, the other caché memories or the journal are used to restore it.
